Claude skills vs MCP is not actually a competition — it is a question people ask because Anthropic has shipped four different ways to customize Claude (Skills, MCP, Projects, and CLAUDE.md) and nobody explained which one solves which problem. Skills teach Claude how to do a task. MCP gives Claude something new to connect to. They solve different problems and most real setups use both at once.
This guide breaks down all four layers, gives you a decision table you can use in five seconds, and walks through the exact scenarios where each one is the right call. What is a Claude skill, in one paragraph
A Claude skill is a folder containing a SKILL.md file — instructions, and optionally scripts or reference files — that Claude loads only when the task in front of it matches what the skill describes. Anthropic calls this progressive disclosure: at startup Claude only sees each skill's name and short description, costing roughly 100 tokens per skill, and reads the full instructions only once it decides the skill is relevant to what you just asked.
That mechanism is the entire point. You can have dozens of skills installed — a brand voice guide, a spreadsheet-formatting procedure, a client-report template — without any of them bloating your context window on unrelated conversations. Skills work the same way across the Claude apps, Claude Code, and Cowork, which is why Anthropic describes them as portable procedural knowledge rather than a feature tied to one product. What MCP actually connects, and what it does not
MCP (Model Context Protocol) is an open standard, introduced by Anthropic in November 2024, for connecting Claude to external tools, data sources, and services — think of it as a standardized plug rather than a single tool. Once an MCP server is configured, Claude can call its tools directly: read a Notion page, query a database, create a Linear ticket, pull a file from Google Drive.
MCP solves a connectivity problem. It does not solve a consistency problem. An MCP connection tells Claude a tool exists and how to call it technically — it does not tell Claude your team's preferred way of using that tool. That gap is exactly what skills are for, and it is why the two are frequently paired: an MCP server gives Claude access to your CRM, and a skill sitting next to it tells Claude which fields matter, what "qualified" means at your company, and how to format the summary it writes back. Where Projects and CLAUDE.md fit in
Two more layers get confused with skills and MCP constantly, so it is worth placing all four on one map before the decision table.
Projectsare a persistent workspace: you upload documents once — past reports, brand guidelines, a client's filings — and every conversation inside that project can reference them without you re-pasting context each time. A project is memory of documents, scoped to one client or one initiative.
CLAUDE.md is a plain-text file Claude Code (and Cowork, when scoped to a folder) reads automatically at the start of a session — standing instructions like coding conventions, a preferred commit message format, or house style rules that should apply to everything in that folder, every time, with no need to invoke anything.
The distinction that trips people up: Projects hold reference material Claude reads when relevant to a question. CLAUDE.md holds standing rules Claude applies to everything in scope, always. Skills hold a specific procedure Claude reaches for the moment a matching task appears. MCP holds a live connection to something outside Claude entirely.

Abstract layers are easier to place once you walk one task through all four. Say you run a consulting practice and need to produce a recurring competitive research report for one client.
The CLAUDE.mdin your working folder holds standing rules: your firm's formatting conventions, the disclaimer language every report needs, the preferred citation style. It applies to this client and every other client, always, without you mentioning it.
The Project for this specific client holds their uploaded filings, past reports, and industry decks — the reference material Claude draws on when a question touches this client and stays out of the way otherwise.
A skillnamed something like "competitive-research-report" holds the exact structure you want every report to follow: a market landscape section, a competitor comparison, implications, and a knowledge-gaps section — the same shape every time, regardless of client.
An MCPconnection to your CRM or a web-research tool lets Claude pull live data — recent news, a competitor's current pricing page — instead of relying only on what was uploaded or on older training knowledge.
Run the report and all four fire in sequence without you thinking about which is which: standing rules from CLAUDE.md, client background from the Project, structure from the skill, fresh data from MCP. That is the case for using more than one layer instead of picking a favorite.
Copy-paste: a starter skill for a repeatable report
If you have not written a SKILL.md file yet, here is a minimal one you can adapt. Save it as SKILL.md inside a folder named for the skill (for example competitive-research-report/SKILL.md).

Drop that folder somewhere Claude Code or Cowork can see it, and any future request matching the description triggers it automatically — no need to re-explain the structure every time.
Do you need MCP to use skills, or skills to use MCP
No, and this is where most of the confusion starts. Skills and MCP are independent — you can install either one without the other, and plenty of useful setups only need one of them.
A skill with no MCP connection is common and perfectly fine: a formatting procedure, a writing style guide, a document template — none of that requires reaching outside the conversation. Claude reads the uploaded or pasted material, or works from its own knowledge, and follows the procedure the skill describes.
An MCP connection with no skill attached is also common, especially early on: you connect Claude to your calendar or your email so it can read and act on live data, and for a while that is enough. The friction shows up later, once the connection gets used often enough that you notice Claude handling the same request slightly differently each time — different summary length, different prioritization, different tone. That drift is the signal that it is time to write down the procedure as a skill and pair it with the connection you already have.
The two layers become genuinely necessary together only when a task needs both a live connection and a specific procedure at the same time — which, in practice, describes most recurring business workflows once they mature past the first few runs.
The mistake people make with this decision
The most common error is treating MCP as the fix for an inconsistency problem. Connecting Claude to your project management tool through MCP does not make it summarize tickets the way your team wants — it just means Claude can now read the tickets. Without a skill sitting alongside that connection, you get a technically correct summary that ignores your team's actual conventions. The fix is never "add another connector" — it is "write down the procedure once, as a skill, so it stops varying by session."
The reverse mistake also happens: teams try to solve a genuine connectivity gap with a skill, writing increasingly elaborate instructions asking Claude to somehow retrieve current data it has no access to. A skill can describe what good output looks like; it cannot manufacture a live connection that was never configured. If the task needs current data from a specific external source, that is an MCP problem, not a prompting problem.
How this compares to ChatGPT's equivalents
If you are evaluating Claude against ChatGPT for this kind of setup work, the short version is that Claude's four-layer split (Skills, MCP, Projects, CLAUDE.md) maps to a more explicit set of primitives than ChatGPT's custom GPTs and memory features, which blend consistency and connectivity together rather than separating them. A custom GPT typically bundles instructions, a knowledge base, and sometimes an external action into a single object, which is simpler to start with but harder to reason about once it grows — you cannot easily reuse just the instructions in a different context without also carrying the knowledge base and action config along with it. Claude's separation costs a little more setup time upfront and pays it back the moment you want to reuse one layer (say, a skill) across several different projects or connections without duplicating anything. Start with a CLAUDE.md if you work in Claude Code or Cowork and have any standing rule you repeat in every session — that is the highest leverage for the least effort. Next, write one skill for whichever task you do most often and want done the same way every time. Add a Project once you have a client or initiative with enough background material that re-pasting it each session is wasting your time. Reach for MCP only once you hit an actual wall: a task where Claude needs something live that no document or upload can provide. Set them up in that order and the four layers stop feeling like four separate decisions — they become one stack that gets more useful every time you add to it. None of these four layers require a technical background to set up — a skill is a text file, a CLAUDE.md is a text file, and a Project is an upload button. The only layer with any real setup friction is MCP, and even that is usually a one-time configuration per connection, not an ongoing maintenance burden.
